About the Position: he incumbent of this position will serve as Instructional Systems Specialist for the US Army Corps of Engineers Learning Center (ULC) in Redstone Arsenal, AL.
Major Duties
Ensure integration of new educational technology soundness on all systems of instruction under the proponent of the United States Army Corps of Engineers (USACE).,Serve as system administrator of multiple virtual educational platforms such as Blackboard, the Army Training Information System (ATIS), and the Training Development Capability (TDC) database.,Review and analyze the processes associated with the Systems Approach to Training (SAT) which includes analysis, design, development, implementation, evaluation (ADDIE).,Use knowledge of educational methodologies, technology, multimedia, and distributed learning (DL) concepts to analyze and evaluate existing or new Proponent-Sponsored Engineer Corps Training (PROSPECT) program DL courses.,Serve as USACE’s Subdomain Administrator in the TDC database, responsible for the access, content, and maintenance of USACE training products and personnel.,Develop a learning management system (LMS) implementation plan for staff and students including training, accessibility, and navigation instructions throughout the platform.

Basic Requirement for Instructional Systems Specialist (Applied Technology): Degree: Bachelor's degree (or higher degree) that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The course work must have included study in at least four of the following five areas: (1) Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material. (2) Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness. (3) Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments. (4) Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training. OR (5) Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirement listed below: Specialized Experience:One year of specialized experience which includes analyzing technology-based programs of instruction for institutional and exportable training; integrating new educational technology soundness on all systems of instruction for an organization; reviewing the design, development, and evaluation of training support packages and instructor guidelines for organization courses; developing technology-based courseware to solve training issues/needs; evaluating the implementation of technology-based courseware in organization training and education programs; AND serving as a System Administrator of multiple virtual educational platforms, such as Blackboard, the Army Training Information System (ATIS), and the Training Development Capability (TDC) database. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
