Overview

Direct hiring authority for the 1801 series is being used to fill this position in the Federal Aviation Administration (FAA), Aviation Safety (AVS) organization. Public Notices serve as a resume repository, and positions may or may not be filled from this announcement.

Major Duties

The incumbent will perform the primary duties of which are to administer, coordinate, supervise, or perform inspection, investigative, analytical, or advisory work to assure understanding of and compliance with Federal laws, regulations, or other mandatory guidelines to set, oversee, and enforce safety standards for all parts of the aviation industry.

Reference U.S. OPM Individual Occupational Requirements for Administrative & Management Positions General Schedule Qualification Standards To qualify for this position at the FV-G level, applicants must have at least 3 years general experience, 1 year of which is equivalent to the FV/FG/GS 4 or F level. OR Education 4-year course of study leading to a bachelor's degree To qualify for this position at the FV-H level, applicants must possess 52 weeks of specialized experience at the FV-G or FG/GS- 5/7/9 level. Specialized experience is experience that has equipped you with the knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience includes performing aviation-related inspections, investigations, compliance activities, security risk assessments, and air carrier certification and surveillance as a contributing or independent team member; applying aviation regulations, policies and technical guidance; analyzing operational data; identifying safety or compliance issues; participating in accident or incident investigations; and recommending corrective actions with progressively less supervision. OR Education Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher-level graduate education leading to such a degree; or LL.M., if related To qualify for this position at the FV-I level, applicants must possess 52 weeks of specialized experience at the FV-H or FG/GS 10/11/12 level. Specialized experience is experience that has equipped you with the knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience includes experience leading or coordinating aviation-related inspections, investigations, compliance activities, air carrier certification/surveillance programs, and security risk assessments; independently interpreting and applying complex aviation regulations and policy; overseeing and contributing to accident or incident investigations resolving significant compliance and safety issues; providing technical expertise to lower graded personnel. To qualify for this position at the FV-J level, applicants must possess 52 weeks of specialized experience at the FV-I or FG/GS 13 level. Specialized experience is experience that has equipped you with the knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience includes leading or supervising aviation inspections, investigations, air carrier certification and surveillance programs, and security risk assessments; independently interpreting and applying complex aviation regulations and policy, overseeing accident or incident investigations; resolving significant compliance and safety issues; providing technical expertise; and mentoring or guiding lower graded personnel. To qualify for this position at the FV-K level, applicants must possess 52 weeks of specialized experience at the FV-J or FG/GS 14 level. Specialized experience is experience that has equipped you with the knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience includes serving as a senior technical authority by managing complex aviation safety, compliance, certification, and surveillance programs with regional or national impact; providing authoritative interpretation of aviation regulations and policy; leading high-risk or high-visibility accident investigations; resolving unprecedented or highly complex safety and regulatory issues; advising senior leadership and external stakeholders; and influencing policy, procedures, and strategic initiatives to ensure sustained compliance with aviation standards.
