Overview

The Program Analyst position is in the Administrative Office of the U.S. Courts, Department of Technology Services, Policy and Resources Management Division (PRMD), Vendor Management Branch (VMB). PRMD manages and oversees the administrative functions of the Judiciary's national information technology program. VMB provides program offices with analytical, consulting, and document review support for IT hardware, software and services acquisitions.

Major Duties

The Administrative Office of the U.S. Courts, Vendor Management Branch (VMB) seeks a Program Analyst to oversee and manage all case management modernization (CMM) IT acquisitions for CMM project and program offices. The Program Analyst serves as Contracting Officer's Representative (COR) and manages and oversees major IT contracts and blanket purchase agreements. The incumbent provides expert advice on acquisitions strategy and contract management to program offices, project managers, and financial and technical specialists. The Program Analyst reviews solicitations to ensure requirements, goals, and objectives correctly represent program office needs and serves on the source selection panel. The incumbent works with program office stakeholders to resolve problems impeding successful contract performance. This position reports to the Chief of the Vendor Management Branch. The duties of the position include, but are not limited to: Serving as a COR for IT, hardware, software, cloud, and security services contracts. Providing expert advice to CMM IT program offices on contract vehicles and potential procurement methods. Supporting CMM IT program offices by conducting market research, providing independent government cost estimates, defining contract requirements, and developing statements of work, performance requirements, and evaluation criteria for IT hardware, software, and services acquisitions. Serving on technical evaluation panels. Maintaining COR files. Participating in post-award orientation conferences. Ensuring contactors meet performance requirements, quality standards, delivery timelines, and contract terms. Overseeing schedules and monitoring costs. Monitoring and recording performance or delivery issues and ensuring the contractor properly corrects defects. Advising the contracting officer of any performance issues and the need to issue change orders or contract modifications. Reviewing and processing contractor Invoices. Conducting Contract closeouts.

Qualifications

Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions. Specialized Experience: Applicants must have at least one full year (52 weeks) of specialized experience which is in or directly related to the line of work of this position. Specialized experience is demonstrated experience in ALL the following areas: Managing federal IT contracts. Formatting, executing, reviewing, evaluating and justifying resource requirements for complex programs. Using technical skills in accounting and/or finance and analytical software tools.
